Assembly Bill 310, authored by Assemblymember Juan Alanis, has passed its final vote in the California Legislature and is now headed to the Governor’s desk. The bill serves as a supplement to the Neveah Youth Sports Safety Act, which was signed into law in 2023.
“I am proud of the work my team and I have done alongside the Eric Paredes Save a Life Foundation to ensure stronger safeguards for youth athletes,” said Alanis. “Throughout the legislative process, we engaged in numerous discussions with both supporters and critics of the bill. Notably, the American Youth Soccer Organization (AYSO), which initially opposed the bill, ultimately shifted to a position of support following amendments that addressed their concerns.”
AB 310 requires youth sports organizations to implement a written emergency response plan that specifies where an Automated External Defibrillator (AED) is located and details standard procedures for responding to cardiac emergencies. The legislation also mandates regular testing and maintenance of AEDs by these organizations.
Sudden cardiac arrest remains a leading cause of death among student athletes. By ensuring access to AEDs during practices and matches, AB 310 seeks to enhance protections for young athletes throughout California.
The measure received bipartisan backing during its progression through the Legislature. “I want to thank Assemblymember Ward and Senator Menjivar for their support of the bill as it went through their respective committees – the Assembly Arts, Entertainment, Sports, and Tourism Committee and the Senate Health Committee,” Alanis added.
Alanis represents California’s 22nd Assembly District, which includes communities such as Modesto, Turlock, Ceres, Denair, Patterson, Gustine, Newman, Hilmar, Ballico, Snelling, Keyes, Grayson, Crows Landing, Diablo Grande, Stevinson and Empire.
